Greeley and Hansen, A TYLin Company, has been partnering with Henrico County to develop an inventory of lead service lines for replacement.

The primary driver was to determine connecting service line material on the county side and on the customer side of the meter to comply with the requirements of the proposed Lead and Copper Rule Revision (LCRR). The new rule requires each utility to verify service line material across their service area. The challenge of lead in the drinking water is a topic of great concern for all water utilities across the nation.  

The project team developed the lead service line program plan and a desktop-based review of existing and available data to determine the extent of required field investigations to provide sufficient data regarding pipe materials of customer service lines to comply with the LCRR. The program plan was developed and implemented to provide a roadmap for compliance. The second phase of the project includes customer surveys and predictive modeling to develop a list of assets for field investigations.  

The two phases of this project separated the plan development and desktop-based review of existing information from the field-based investigations required to identify the unknown service line material types. Phase 1 of the project included the development of a program guidance document, meetings associated with the implementation of the LSL program, and a review and analysis of the County’s GIS information. Phase 2 included field data capture including customer surveys and community outreach to determine the remaining effort to complete the LSL inventory.
